ESC) advocates a different model for financing the provision of water and sewage services to new customers compared to that chosen by the Independent Pricing and Regulatory Tribunal (IPART) in New South Wales. This article is used to explore this inconsistency and contrast it against the goals assigned to water and wastewater tariff structures. The findings of a choice modelling exercise conducted in Northern Victoria are also reported and compared with the ESC methodology. There is considerable variation across Australian jurisdictions in the approach to urban water and wastewater pricing. Regardless of the overt commitments of signatories to the National Water Initiative to ebest practice pricingf in this context, there are no obvious signs that a common and efficient pricing regime will emerge. This paper considers two of the dimensions of urban water tariffs: Namely, the split between volumetric and access charges, and; the separation of wastewater charges from water usage. In light of the practical difficulties of implementing a efirst-bestf solution, the preferences of household consumers are explored using choice modelling. Results show that household consumers would broadly prefer a tariff regime that embodied greater emphasis on volumetric charges and one which combined wastewater and water charges into a single bill. Compared to current regimes, with high access charges and fixed wastewater tariffs, this approach would also be more attractive on economic grounds.
