Reference Group
A key element of CUAC's operations is its Reference Group, a consultative body representing a wide range of consumers, which advises the CUAC Board on current and emerging issues, and CUAC's workplan. The Reference Group meets quarterly.
The Reference Group is integral to CUAC operations, as it:
- Provides a direct link to consumers
- Develops and supports consumer advocates
- Ensures CUAC workplan is relevant and directed at the areas of greatest need
- Provides a forum for consumers to discuss emerging issues
CUAC’s Reference Group currently consists of 19 member organisations with an active interest in consumer utilities issues. Members are appointed by CUAC's Board. The Reference Group is governed by OPERATING PROCEDURES.
The group is divided into two Partnership Groups. All members belong to one of the sub-groups. For the workplans, minutes, and research reports of each group, click on the link above.
- the Domestic Issues Group has a focus on low-income, vulnerable and disadvantaged consumers.
- the Market Issues Group addresses market and competition issues and has a strong rural and regional focus.

All members of the Reference Group attend an annual meeting to discuss priorities in the consumer utilities area. The CUAC Board attends this forum and the discussion helps inform CUAC’s workplan for the year and the Board’s consideration of grant applications. The REPORT from this meeting also assists the Partnership Groups in developing their annual workplans which may include discussion seminars, advocacy strategies and research or capacity building projects.
